Sandiaga said detailed rules could be announced on Tuesday. In Bali, 42 countries have visa-on-arrival requirements and visitors from East Asia are exempt. It was not immediately clear whether these rules would apply outside of Bali.
Last week, the senior president said visas on arrival would be extended to Jakarta and Surabaya.
An estimated 143,700 foreign tourists visited Indonesia in January, up 13.6 percent from a year earlier but well below the previous gap of typically over 1 million per month.
Sandiaga said the government had yet to revise its target of 1.8 million to 3.6 million visitors this year, but it was "very good to be surprised".
